This year's proposal features many surprises and pertinent history on public policy positions. For example, did you know from 1943 until 1989 the Legislature, acting with the best of intentions, passed 15 resolutions requesting that a constitutional convention be called to address proposed amendments to the U.S. Constitution. Though never acted on by Congress, these measures are still active and pending. The amendments were ostensibly noteworthy checks on government power--limited federal taxation; federal statues not conflicting with state law; requiring a federal balanced budget; and even a right to life amendment.
